There used to be a dropmod where the item dropped always had perfect stats. How hard would it be to make one of those? I believe it was called Perfect Drop mod (author sheer_cold) on Phrozen Keep: Follow the link in my signature for the latest version. Sets, rares, magics, and uniques drop at about the same rate from monsters, whereas bosses primarily drop unique items.

Chests and rocks drop Perfect Gems and Runes. Also, there are a bunch of new misc items for transmuting purposes which adds a little spice and uniqueness to the gameplay. Anyways, the drops are completely randomized, so it's possible to get Short Swords and Hats in Hell. Rares don't have a level limit, so that's why most require lvl 20+ even in Act 1 Normal.
